PROBLEM TO BE SOLVED: To provide a dispensing recording medium processor and a game medium dispensing management system, which can accept money and dispense a game medium equivalent to the negotiable value of the money even when no dispensing recording medium is stored in a storage unit of the dispensing recording medium processor, and which allow a game parlor manager to continue the use of a system using dispensing recording mediums.;SOLUTION: The dispensing recording medium processor is configured such that when a dispensing recording medium-processing unit issues a dispensing recording medium in response to input of money to a money processing unit, an issuing information transmission unit transmits identification information assigned to the dispensing recording medium while it is included in the issuing information, and when there is no issuable dispensing recording medium in the dispensing recording medium-processing unit in spite of input of money to the money processing unit, a substitute information assignment unit decides substitute information instead of the identification information, and the issuing information transmission unit transmits the substitute information while it is included in the issuing information.;COPYRIGHT: (C)2011,JPO&INPIT
