Cooperative spectrum detection of cluster-based for cognitive radio system is provided. Cluster head is determined for each cluster of cognitive user. Aggregate energy of reporting channel which is measured by the cognitive users in the cluster, each cluster head determines primary user whether absent in a given spectrum. Then aggregating the determination of the cluster level which the common receiver, made by each cluster head, based on the fusion function of determining the cluster-level determination across all clusters or multiple primary user whether the absent I do. If (the licensed) primary user is absent, the secondary user (unlicensed) may utilize the spectrum.
