PROBLEM TO BE SOLVED: To provide a marine levitation-type breakwater device which performs effective breakwater on sea waves without being adversely influenced by vibration of earthquake or the like, and a sea wave attenuation system capable of reducing tsunami damage.SOLUTION: A main breakwater plate 20 is provided which is fixed while being tilted to a terminal portion of a floating body floated on the surface of the sea. Further, at a breakwater surface side of an upper portion of the main breakwater plate, an auxiliary breakwater plate 30 is provided in parallel so as to form a tapered space 40 of which the interval becomes narrow continuously toward an upper side of the main breakwater plate. Sea water flowing into the tapered space jets out of an upper end of the main breakwater plate toward the top while gradually increasing a flow velocity because of nozzle effects. The jetting-out sea water collides with overtopping waves over an upper end of the auxiliary breakwater plate, thereby attenuating wave energy of sea waves. Furthermore, the floating body is moored to a fixed pile fixed to the sea bottom by a mooring cable, such that a breakwater device body is unlikely to be adversely influenced by earthquake such as destroyed by vibration of earthquake.
