PROBLEM TO BE SOLVED: To provide an inter-network connection system capable of reinforcing security in inter-network connection, and keeping the network itself confidential.;SOLUTION: When data are input, a transmission side apparatus 1 divides the data into slots by a slot generating part 11, and encrypts the divided slots by the slot unit by a slot encrypting part 12. The transmission side apparatus 1 encrypts the slots composed of an IP header and a data part by the encrypting part 12.
