PROBLEM TO BE SOLVED: To provide an information exchange system, an information exchange method, and an information exchange program and a recording medium thereof whereby many unspecified users share information in the PoC service and presence update operations of the users are simplified.;SOLUTION: The information exchange system is provided with: a plurality of users' mobile phones 5 to 7; a PoC server 1 provided with a presence processing section 3 including positional information of each user and a group management section 2 for forming a plurality of groups and managing them; and a network 4.
