PROBLEM TO BE SOLVED: To provide an apparatus and method that can easily and accurately measure the concentration of a high-concentration developer, without controlling the liquid amount, and to provide an apparatus and method for adjusting the concentration of liquid developer, and an apparatus for forming image that can easily and accurately adjust the concentration of collected developer which can be reused effectively by using them.;SOLUTION: A developer container which contains the liquid developer for concentration measurement and stirs the liquid developer for detecting the load for stirring the liquid developer, is constituted such that the developer container has an opening to discharge the liquid developer for the concentration measurement, stored in the developer container, when the liquid developer is stirred.;COPYRIGHT: (C)2008,JPO&INPIT
