PPROBLEM TO BE SOLVED: To form a suitable transfer plan for server transfer. PSOLUTION: The transfer planning system 1 includes a storage device 3 and a processor 2. The storage device 3 stores a data DS showing respective resource usages of transfer source servers and data DD showing respective resource capacities of transfer destination servers. The processor 2 selects the transfer source servers one by one in the descending order of the resource usage, and selects any one of the transfer destination servers. The processor 2 compares the resource usage of the selected transfer source server with the residual quantity of resource capacity of the selected transfer destination server. When the resource usage is larger than the residual quantity, the processor 2 selects another transfer destination server, and then performs the comparison again. When the resource usage is the residual quantity or less as a result, the processor 2 assigns the selected transfer source server to the selected transfer destination server.
