PROBLEM TO BE SOLVED: To obtain the subject new compounds useful as an optical resolving agent, a polymeric catalyst, a material such as a nonlinear optical material, a compound reactive with epoxy groups or a cross-linking agent for a reactive polymer. ;SOLUTION: This compound is (2R,2'R,2"R)-tris-(2,3-epoxypropyl) isocyanurate. The compound is obtained by reacting one mol of isocyanuric acid with 3-60 mol of an optically active epihalohydrin by using at least one kind of compound selected from the group consisting of a tertiary amine, a quaternary ammonium salt, a tri-substituted phosphine and a quaternary phosphonium salt to produce a 2-hydroxy-3-halopropyl isocyanurate. The optically active epihalohydrin used in an excessive amount is then recovered by a distilling off method and a solvent is subsequently added to dilute the 2-hydroxy-3-halopropy isocyanurate. An alkali metal hydroxide or an alkali metal alcoholate is added afford the (2R,2'R,2"R)-tris-(2,3-epoxypropyl) isocyanurate.
