As for optimization bit allotment, in order to increase coded efficiency, namely for optimum utilization of available data rate, it is the important problem in video compressing. With viewpoint of visual type of the human, as for the human usually, attention is paid to one part of the picture more than the other part. Therefore, as for bit allotment, we should optimize concerning the picture territories (GOB i) where attention differs. In order visual system of the human to adjust the encoding/decoding error distortion, it allots bit allotment system of distortion drive of this invention, to the picture territory, also constraint of bit rate makes be satisfied. This invention is warped and/uses the histogram analysis of bit rate/ quantization parameter. Quantization parameter, rate, the distortion and 0 relationship between ratio of the factor which is not decided concerning the territories where attention differs of the table (D GOBi [QP n], R GOBi [QP n] and GOBi [QP n corresponds]) which on the basis, (PREALUTI, DISALL and RALL). After that, because territory bit rate control calculates the bit allotment inside each makuroburotsuku group it is used (RDBALL).
