PROBLEM TO BE SOLVED: To provide a wind mill which has blades moving at a low speed, and can be installed safely in the city.SOLUTION: A wind mill includes a rotary shaft 10 arranged substantially orthogonal to a main stream 20 of wind, and a blade 13 having a cross-sectional shape in which a dynamic lift is generated by the main stream 20, and rotates the rotary shaft 10 by the dynamic lift and drag generated on the blade 13. The blade 13 is connected to the rotary shaft 10 via link mechanisms 11, 12 and 14 having a plurality of nodes, and a fixing position 19 of the blade of the link mechanisms draws an 8-shaped trajectory curve for one rotation of a rotary shaft 10. The wind mill has a blade moving at a low speed, and has high safety. This wind mill increases generation energy by increasing blade area. The number of rotations is very small, thereby preventing wind mill noise (wind noise or low-frequency noise or the like of impeller).
