PROBLEM TO BE SOLVED: To provide an apparatus, a method and a program for predicting building vibration that are capable of predicting with high accuracy the state of vibration within a building due to external vibration.;SOLUTION: A CPU 22 obtains acceleration information showing acceleration at each frequency of vibration produced at a source of excitation according to an exciting force applied to the source of excitation located outside the building, damping factor information showing a damping factor at each frequency of vibration due to ground between the source of excitation and the building, loss rate information showing a loss rate at each frequency of vibration when the vibration is input to the building via the ground, and resonance amplification factor information showing a resonance amplification factor at each frequency of vibration in the building.
