PROBLEM TO BE SOLVED: To provide a device capable of accurately and rationally performing assessment of remaining life of a rotating machine stator coil having hitherto an accuracy problem or a contradiction, by determining directly a dielectric breakdown probability from a Weibull probability distribution.;SOLUTION: Since a probability distribution function includes all reduction factors of dielectric strength in its history, and is used as a function on a Bath Tub curve in the history, the accuracy problem or the contradiction can be solved by determining directly the dielectric breakdown probability therefrom. An analyzer 10 calculates a distribution function, a probability density function and the dielectric strength of a control value rotating machine and an optional rotating machine stator coil, determines the dielectric breakdown probability from the functions, and assesses a remaining life from the calculated values and the tolerance of the control value. The former function and the dielectric strength are set beforehand by a setting means 12. The assessment can be clarified furthermore by combining the tolerance of the dielectric strength auxiliary.
