PROBLEM TO BE SOLVED: To provide an image verification device, image verification method and program capable of verifying images with high precision.;SOLUTION: The image verification device is provided with a Hough transform part 15 for performing a Hough transform processing for each of a registered image AIM and a verification image RIM, specifically for transforming points in an image into patterns of curve PL based on a distance ρ from a reference position to a point nearest to a straight line L passing through the points in the image, and an angle θ between a straight line n0 passing through the reference position as well as the nearest point, and an x-axis as a reference axis with the reference position included, performing image processing to transform straight-line elements in the image into a pattern of a plurality of overlapping curves PL, and generating a transformed image S1621 and a transformed image S1622.
