PPROBLEM TO BE SOLVED: To provide a penetrating agent for the water-repelling and oil-repelling processing for a polyolefin-based fiber product, which exhibits a high penetration effect on polyolefin fibers, on the water-repelling and oil-repelling processing of the polyolefin-based fiber product, does not obstruct the expression of the water-repelling and oil-repelling performance and water pressure-resisting performance of the processed fiber product, and is low in odor. PSOLUTION: The penetrating agent for the water-repelling and oil-repelling processing includes a polyoxypropylene alkyl ether or polyoxypropylene aryl ether represented by formula (I): RSP1/SPO-(CSB3/SBHSB6/SBO)m-H (I) [RSP1/SPis 4 to 8C alkyl or 6 to 8C aryl; (m) is an integer of 2 to 8].
