PROBLEM TO BE SOLVED: To achieve load distribution to server apparatuses while shortening time required up to provision of service to a client even when the number of services allowed to be provided is different in each server apparatus.SOLUTION: A priority list creation part 11 in a server selection control apparatus 10 creates a server apparatus priority list which includes a plurality of groups obtained by respectively grouping a plurality of server apparatuses in which the number of services allowed to be simultaneously provided belongs to a predetermined range and replacing the priority order of respective groups and/or the priority order of server apparatuses in respective groups, and a priority list transmission part 12 transmits the server apparatus priority list to a service request apparatus 20. A priority list acquisition part 21 in the service request apparatus 20 acquires the server apparatus priority list, and a service request part 22 tries accesses to respective server apparatuses included in the server apparatus priority list in the priority order of groups and transfers a service request to the server apparatus to which access succeeds at first.
