PROBLEM TO BE SOLVED: To change a graphic with versatility even when there are not many rules related with the change of a graphic.;SOLUTION: A similarity calculation part 13 calculates the degree of similarity between an attribute value of a graphic before change in a plurality of rules stored in a rule storage part 11 and an attribute value of a graphic included in an input image, and a selection part 14 selects two or more rules having high degree of similarity. A rule composition part 15 reads out the two or more rules selected by the selection part 14 from the storage part 11, and combines the rules in a ratio corresponding to the degree of similarity. A rule application part 17 applies the rule combined by the rule composition part 15 to the graphic included in the image accepted by an acceptance part 2 to change the graphic.
