PPROBLEM TO BE SOLVED: To solve the problem, in three-dimensional topographic data obtained by aerial laser surveying or aerial photographic surveying using, as a reference point for adjustment, a flat place having a known height and a certain degree of extent such as a ground, that correction such that the entire region has correct values of height cannot be performed. PSOLUTION: A reference line in which correct coordinate values are measured on a route over the region is introduced, the topographic data and the height of the reference line in the vicinity thereof are compared in each point in the region, and the weighted average of the difference is made as the amount of correction.
