PPROBLEM TO BE SOLVED: To generate an A/V multiplex signal by a general method without requiring processing using special hardware. PSOLUTION: A terminal notifies transfer sizes of audio data and video data corresponding to the audio data and then transfers the video data and audio data to a stream server. An A/V multiplex signal generating section of a buffer server reads video data and audio data from respective buffers in order based upon the transfer sizes notified from the terminal, and generates the A/V multiplex signal from the read video data and audio data.
