PPROBLEM TO BE SOLVED: To provide a fuel cell capable of quickly and surely starting even at a temperature not higher than a water freezing temperature and efficiently shifting to a normal operation. PSOLUTION: When it is detected that a temperature of a fuel cell stack is not higher that the freezing temperature (step S1), a map is changed to a control map for starting at a temperature lower than freezing point (step S2), and the stack is started at the temperature below zero according to the control map for starting at the temperature lower than freezing point (step S3). Next, when it is detected that the temperature of the stack exceeds the freezing temperature (step S4), the control map for starting at the temperature lower than freezing point is changed to a control map for normal starting (step S5), and the stack is started according to the control map for the normal starting (step S6).
