PPROBLEM TO BE SOLVED: To provide a fuel cell local generating performance measuring device and a fuel cell local generating performance measuring method capable of measuring a local power generating capacity of the surface of a fuel cell in a simple structure. PSOLUTION: The fuel cell local generating performance measuring device 1 is provided with a sensor unit 2 for measuring potentials at a plurality of arbitrary points on an electrode surface at an anode side of the fuel cell, and a signal processing means for calculating a power generating volume from a potential of each point measured by the sensor unit 2 within a measurement range regulated at each point on the surface of the electrode where potentials are measured. The sensor unit 2 is in point contact with a center of the electrode surface within the measurement range, and includes a center measurement member P5 for measuring a potential of the contact site, and a pair of peripheral measurement members P1, P3 and P2, P4 in point contact with 2n pieces of linear lines crossing each other with a contact point of P5 of the electrode surface through the crossing point when the P5 comes in contact with the electrode surface for measuring potentials of the contact sites.
