PPROBLEM TO BE SOLVED: To provide excellent improved soil for reducing cost by reducing the quantity of waste paper used, and having excellent strength and durability equal to or more than fibrous solidified treated soil using the waste paper. PSOLUTION: This improved soil is formed by adding and mixing paper sludge, a waste paper crushed material and a cement-based solidifying material to and with high moisture content ratio mud. Uniaxial compressive strength increases in response to an increase in a waste paper adding quantity. Breaking strain attains a target value in a range of the waste paper adding quantity of 20 to 50 kg/mSP3/SP. A deformation factor substantially satisfies a target value with the range as a lower limit.
