PROBLEM TO BE SOLVED: To provide an indoor illumination designing method in which appropriate feeling of brightness can be secured considering adaptation of eyes in an illumination space wherein a high luminance part exists, and to provide an illumination control system.;SOLUTION: In the indoor illumination space wherein a light source other than the illumination light source is used, a color tag in which a surface brightness changes is equipped inside the room, an index for sense of brightness F' before correction is specified, based on the correlation between the brightness level under which the color tag seen from an observer can be recognized as an object placed in the room; and a color mode interface brightness A that is the brightness of the color tag, when the color tag becomes appearing as an unnatural color which is intermediate to the brightness level under and this can be recognized as a light source to emit light itself.
