PROBLEM TO BE SOLVED: To obtain a packaging paper for a smoking product (wrapping paper, etc.) having a high opacity and to provide a method for producing the packaging paper and a method for enhancing the opacity of the packaging paper and further obtain the smoking product using the packaging paper. ;SOLUTION: This packaging paper for a smoking product is a packaging paper used in the smoking product, and comprises a paper material, a first filler comprising a white pigment, contained in the paper material and having a median of the particle diameter within the range of 0.1 to 0.5 μm and a second filler comprising a black pigment contained in an amount of 2 wt.% at the maximum in the paper material and further has at least 80% opacity and at least 70% lightness.
