PROBLEM TO BE SOLVED: To easily achieve segment encoding without causing buffer overflow when connecting a plurality of streams while suppressing variation in image quality.;SOLUTION: A temporary target rate smaller than an actual target rate is set by a temporary rate calculation unit 12. A temporary buffer size smaller than an actual buffer size is set by a temporary buffer size calculation unit 13. An encoding volume control unit 15 controls the encoding volume in accordance with the temporary target rate and the temporary buffer size.
