The present invention may be used to estimate the operational characteristics of a device for transmitting and receiving a stream of information in a communication system. In one application, the occupancy level of the FIFO buffer in the processing unit such as a wireless router or access point is estimated by monitoring the packets transmitted by the processing device. By using an estimate of the operational characteristics, it is possible to control the communication in the system so as to improve the overall performance. Techniques can be used to mitigate the effects of the state of the low signal to noise ratio are also disclosed.
