PROBLEM TO BE SOLVED: To provide an ultrasonic shot peening device which effectively carries out shot peening of a J-welding portion between a lower surface of a reactor vessel cover and a pipe stand, and an area adjacent to the J-welding portion, and to provide an ultrasonic shot peening method.;SOLUTION: According to the structure of the ultrasonic shot peening device, a disk 140 supported by a support member 130 and an ultrasonic peening head 150 for shooting shots 190 toward an upper side of the disk 140, are rotated in one body in the horizontal plane by a rotating mechanism 120. A chamber 160 of the device is elevated by a chamber elevating mechanism 170 until an upper edge of the same makes intimate contact with a lower surface of the cover 3. The shots 190 shot in the chamber 160 collide with the J-welding portion 8, the lower surface of the cover 3, adjacent to the J-welding portion 8, and an external surface of the pipe stand 6, and carry out peening treatment. Then the shots 190 fallen down after the peening treatment, roll downward on an upper surface of the disk 140 because of inclination of the upper surface, and fall on an upper surface of an oscillator 153.
