Steel alloy, plate, and longitudinally welded pipe formed from a molybdenum-free, high-strength, low-alloy steel, said steel alloy consisting essentially of, in wt. %: C: 0.05-0.09; Mn: 1.70-1.95; Ti: 0.01-0.02; Al: 0.02-0.055; Nb: 0.075-0.1; P: ≦0.015; S: ≦0.003; V 0.01-0.03; Mo: ≦0.003; and the remainder Fe and inevitable impurities.
