Composition, fuel and process for renewed emulsion of a fuel based on vegetable and / or mineral oil

Emulsifying composition comprises: N-oleyl-1,3-propylene diamine (5-40 wt.%); N,N',N'-polyoxyethylene-N-tallow propylene diamine (50-95 wt.%); and solvent (5-40 wt.%). Independent claims are included for: (1) fuel comprising at least one mineral oil, vegetable oil and water, where the fuel further comprises (I); (2) preparation of (I) comprising: reheating N-oleyl-1,3-propylene diamine and N,N',N'-polyoxyethylene-N-tallow propylene diamine to obtain a first liquid mixture; and adding the solvent to first mixture and stirring; and (3) fabricating a fuel comprising adding 3-48 wt.% of (I) to a base fuel comprising 0-99 wt.% of a vegetable oil, 0-99 wt.% of mineral oil and 0.01-8 wt.% of water.
