An apparatus and method for converting a combined cycle (CC) power plant into a load-driven compressed air energy storage (CAES) power plant. A combined cycle (CC) power plant includes at least one combustion turbine, a recuperative steam generator (HRSG) for receiving waste heat from a corresponding combustion turbine, a steam turbine coupled to a recuperative steam generator (HRSG), and an electric generator coupled to steam turbine. The air accumulator stores compressed air. At least one compressor supplies compressed air to the air storage, the energy of which during off-peak hours can be converted into compressed air energy stored in the air storage. The compressed air from the accumulator is fed to the recuperative steam generator (HRSG), and the recuperative steam generator (HRSG) provides heat to the compressed air taken from the air accumulator. A steam turbine takes in heated compressed air from a recuperative steam generator (HRSG) and expands the heated compressed air to generate power.
