A method and apparatus for processing frames of pixel data is provided. The apparatuscan be a video encoder and includes an interface receiving a current frame includinga plurality of blocks of pixel data. The apparatus further includes a processingdevice coupled to the interface, with the processing device: determining (210)a filter parameter setting for each of the plurality of blocks of the current framebased on encoding parameters of the current frame and based on motion characteristicsderived using a previous reconstructed frame; and filtering (215) each of theplurality of blocks based on the filter parameter setting to use in generatinga filtered output with mitigated noise.
