A number portability implementation method and an inter-connection and inter-communication gateway are provided in the present invention, said number portability implementation method comprises: receiving a request message transmitted from a calling user; obtaining routing information of a called user; based on Number Portability (NP) Service Level Agreement (SLA) and the routing information of the called user, performing at least one of the following operations: performing routing for the called user, performing charging for the calling user or the called user, and generating a settlement bill between at least two of the third party service provider, the present-network operator and the external-network operator. The invention can screen the influence imposed to application layer network and internet by NP, and realize accurate charging, routing and accounting for services.
