A method, system and base station for reporting consumption laws are provided in the present invention. In the method, a Radio Network Controller (RNC) receives consumption laws which correspond to a secondary common control physical channel under the modulation modes of 16QAM and QPSK in an integrated mobile broadcast cell and are reported by a base station; the RNC performs resource admission control processing according to the consumption laws. According to the above technical solutions provided by the present invention, the resource status of a Node B can be kept consistent with that of the RNC, so that the RNC is able to accurately perform the resource admission control processing.
