Aspects of the present invention are directed for integrating control and charging functions and hotlining with Worldwide Interoperability for Microwave Access Voice Service (WVS). In response to receiving an incoming call setup request, a WVS server initiates a policy control and charging (PCC) session by sending service related information to a policy distribution/decision function module. The policy distribution/decision function module provides an authorization decision regarding the PCC rules. Based on the authorization decision, an enforcement function module modifies the PCC session. An access service network receives account quota information from a prepaid server associated with the subscriber. In response to determining that a remaining account quota is insufficient, the prepaid server assigns the remaining account quota to the prepaid client associated with the subscriber. An accounting client then triggers the hotlining operation.
