Provided is a numerical control programming method comprising: a machining unit editing step for generating an edited machining unit by editing, in accordance with an input, at least one machining unit of a plurality of machining units constituting a first machining program which is generated on the basis of a first material shape model and a product shape model; a second non-edited machining unit generating step for generating a second non-edited machining unit corresponding to a machined shape model which is made so as not to duplicate a machined shape model corresponding to the edited machining unit, on the basis of a first non-edited machining unit which, of the plurality of machining units constituting the first machining program, is a machining unit other than the edited machining unit; and a second machining program generating step for generating a second machining program which has the edited machining unit and the second non-edited machining unit.
