An electrothermal vaporization atomic fluorescence spectrometer for determining cadmium consists of a feeding system, a light source, an atomizer, an optical path system, a detecting system and a display device. Wherein, the feeding system comprises an electrothermal vaporization device and a collecting trap. The collecting trap consists of a tungsten filament or a molybdenum filament (6), a bracket (15), an outer housing (7) and a power supply (17). The tungsten filament or the molybdenum filament (6) is arranged on the bracket (15) and is located in the sealed space formed by the outer housing (7) and the bracket (15). An inlet (12) and an outlet (13) are provided on the outer housing (7). Besides, an electrothermal vaporization atomic fluorescence spectral method for determining cadmium comprises: (1) drying and incinerating in air a sample to be determined to obtain ash; (2) in an argon atmosphere, heating up the ash to 1600~2000℃, and contacting the obtained vapor with a tungsten filament or a molybdenum filament to trap cadmium atom therein; (3) in hydrogen and argon atmosphere, heating up the tungsten filament or the molybdenum filament to 1600~2000℃ to release cadmium atom, and analyzing the content of cadmium by an atomic fluorescence spectrometer.
