A wireless communication system (100) comprises a wireless infrastructure supporting communication for a plurality of mobile communication units (112-115). The wireless infrastructure comprises a processor (175) configured to generate a frequency re-use plan. The processor (175) generates a frequency re-use plan based on a relationship between one or more interference metrics, such as carrier to interference, and one or more quality of services for a plurality of communication types.
