Appropriate feature values for use in the identification of individuals are specified for each of a plurality of identification targets. A feature value specification device is provided with a registration unit, an effective value calculation unit, and feature value specification unit. The registration unit receives: information indicating an individual that is an identification target and is detected from environment information originating in the spatial environment where the individual is present; position information indicating the position of each individual; feature values extracted from the environment information; and attribute information indicating the attributes of each feature value. For each feature value, the registration unit uses the position information and the attribute information to determine the individual that generated the feature value. For every feature value extracted from the environment information, the effective value calculation unit obtains an effective value indicating the quality of that feature value. For each individual detected, the feature value specification unit uses the determination result and the effective value to specify each feature value used to identify that individual.
