The present invention provides a production machine for producing wrapping paper with low flame-spread properties for a cigarette, wherein the wrapping paper with low flame-spread properties is provided with flame retardant bands (B) which are intermittently formed in a paper web, the flame retardant bands (B) being formed by applying a flame retardant solution to a web (W) through transcription. The production machine is provided with a gravure roll (34) for forming the flame retardant bands in the web, wherein the gravure roll (34) has, on the outer peripheral surface thereof, recessed sections (66) which match the outside shape of the flame retardant bands and receive the supply of the flame retardant solution, and a plurality of lands (68; 70) which are distributed and arranged within the recessed sections (66) so as to form a portion of the outer peripheral surface of the gravure roll, the total area of the lands being smaller than the rest area of the recessed sections except for the lands.
