The present invention relates to a rule-based reasoning device and method in which a rule generating subject and a rule executing subject are separated. Specifically, the rule-based reasoning device separates a part for generating a rule and a part for executing the rule such that the generation of the rule is performed in a "rule server" and the execution of the rule is performed in a "rule executing terminal" thereby allowing the rule server and the rule executing terminal to have the "generation-execution relation" therebetween, wherein the rule server generates a set of rules through a predetermined method, and the terminal analyzes received conditions based on the rule generated by the server, and executes an action through reasoning.
