The present invention relates to a safety and management technology that is applied to managed objects such as vehicles, ships, aircraft and the like, and provides a total broadband health/safety management system and a method thereof, wherein: a network is formed through a ubiquitous network-preemptive independent special site in which the managed objects such as vehicles and mobile terminals are linked with the management and jurisdiction of the managed objects and designated key facilities, and in the designated managed object or in one of the managed objects including vehicles, ships, aircraft, heavy equipment and the like, the information that is managed and supervised by a user and information such as health, safety and the like are linked with a registered call center, a messenger window of the preemptive independent special site, a safety network management system in a National Policy Agency situation room, and a health and welfare medical technology support system; and information about self-diagnosis, control, emergency, traffic information, and the like is provided for the managed objects such as the vehicles, the ships, the aircraft, the heavy equipment and the like, and for the managed objects such as the designed key facilities; and thus, the preemptive independent special site is related to health, safety, and management of user.
