A steel reinforcing bar (rebar) straightening method and straightener having stretching capabilities and fully-driven pressure rolls, comprising a traction mechanism in the front section of the straightener, a straightening and stretching mechanism in the rear section of the traction mechanism, and a feed mechanism in the rear section of the straightening and stretching mechanism; the traction mechanism consists of a traction roll frame (1), lower traction rolls (2), upper traction rolls (3), and traction roll adjustment components (4); the straightening and stretching mechanism consists of a straightening roll frame (7), two rows of driven straightening rolls (8), and straightening roll adjustment components (9); the feed mechanism consists of a feed roll frame (12), a lower row of feed rolls (13), an upper row of feed rolls (14), and feed roll adjustment components (15). Also disclosed is a rebar straightening and stretching method using the straightener. During operation, traction rolls connected to and driven by a prime mover grip a rebar (6) from both sides and move the rebar (6) continuously forward. The rebar drives the straightening rolls of the straightening and stretching mechanism. After repeatedly bent by the driven straightening rolls of the straightening and stretching mechanism, the rebar is straightened and stretched. The straightener can be used for two purposes and is easy to operate. The invention simplifies the structure of straighteners, conserves the steel material needed to make straighteners, reduces the manufacturing costs, and lowers operation energy consumption.
