The purpose is to perform appropriate beam formation even where quality of a transmission path estimation value is poor. Transmission path estimation is performed with respect to a received signal of an NT×NR group, and the transmission path estimation value is outputted. The transmission path estimation value is divided into N groups of NT×M, and a covariance matrix comprising M lines and M columns with respect to the respective transmission path estimation value groups is calculated. N covariance matrices are averaged in a predetermined range for at least either of time and frequency (first averaging). Eigenvectors or eigenvector equivalents are generated on the basis of the respective average outputs of N. A transmission path between a base station antenna and a terminal antenna is generated from the eigenvectors or eigenvector equivalents and the transmission path estimation value. A covariance matrix with respect to the transmission path generated is calculated. The covariance matrix is averaged in a range different from the first averaging (second averaging), and a beam forming weight is obtained by compositing the eigenvectors or eigenvector equivalents generated.
