The present invention relates to a reusable and energy-saving LED sign board. The reusable and energy-saving LED sign board includes: an LED arrangement plate consisting of a plurality of LEDs and being inserted into a frame; a front panel including an advertisement design consisting of a transmitting area and a non-transmitting area, the front panel being disposed on a front surface of the frame; a memory part for storing LED activation information and LED operation information; and a control part for discerning the activated LEDs from among the plurality of LEDs disposed on the LED arrangement plate according to the LED activation information so as to control the operation of each of the activated LEDs according to the LED operation information. According to one embodiment of the present invention, the LED activation information and the LED operation information are generated by the software of a user installed on the computer of the user. According to the present invention, the user may easily replace the front panel and easily change and set the activated LEDs so as to easily reuse the LED board. Also, since the activated LEDs are easily set, and the color and flickering operation thereof are easily changed, the various desires of the user may be satisfied.
