Nuclear fuel is put into crucible reduction plant and crucible settling plant made of magnesium oxide and 15-17 mol% of zirconia with particle size of 1 mu m or less, and dry processed. The crucibles are obtained by hot-isostatic press (HIP) in PU-form under pressure of 1000 MPa at 2000[deg] C. The process involves evacuating in HIP with 10-20 Torrs at 60-80[deg] C, increasing helium pressure up to 1000 MPa, heating the crucible in stages, exposing at 2000[deg] C for 1-3 hours, and cooling under pressure up to 1000 MPa at a rate of 500-600[deg] C/minute.
