An embodiment of the present invention is a system to recommend a change of a management task to a plurality of devices grouped into a plurality of groups. The system sequentially selects a group from the plurality of groups. The current management task of each of the selected groups is changed to another management task, and thereafter, the similarity among the management tasks assigned to the plurality of groups is determined. The management cost of the current management task and/or other management task of each of the selected groups is determined. A degree of recommendation of the change of the management task is determined using the similarity and the management cost of each of the selected groups. A recommended combination of the changes of management tasks is presented in accordance with the determined degree of recommendation.
