PURPOSE: A device for activating fuel for saving energy and lowering carbon is provided to improve combustion efficiency by activating fuel particles through the repetitive compression and expansion of the fuel particles.;CONSTITUTION: A device for activating fuel for saving energy and lowering carbon comprises a housing(6), a pulverizing unit(22), multiple fuel inducing pipes(8a,8b,8c,8d,8e,8f), and pulverizing grooves(21). The housing has a first chamber(16) having an inlet port(2) and a second chamber having an outlet port(4). The first and second chambers are connected to each other through a connection hole(15). The pulverizing unit is inserted into the first chamber. The fuel inducing pipes are formed in the second chamber.
