PURPOSE: A device for processing an image signal and a method thereof are provided to accurately maintain the standard brightness through the exposure time control of an active light receiving element. CONSTITUTION: A video brightness accumulation operation unit(210) accumulates a plurality of video signals. The image brightness accumulation operation unit calculates the current brightness value from a plurality of accumulated video signals. Based on the operated present brightness value, a linear brightness prediction unit(220) predicts the exposure time for standard brightness. By using the predicted exposure time, an exposure time control unit(230) controls the charge accumulation time of receiving element.
