PURPOSE: A network-based position information compensating method of a shadow region and system thereof which uses a continuous measurement function of a GPS mobile terminal are provided to reduce the measurement accuracy error in a handoff region. CONSTITUTION: A position measurement server(400) builds building POI(Point Of Interest) DB, subway POI DA, tunnel POI DB, and pCell DB in order to compensate measurement. The pCell DB is to measure position in a fingerprinting type. The position measurement server compares GPS measurement result information which is received from a GPS mobile terminal(100). The position measurement server supplies POI position information to a position measurement request terminal.
