PURPOSE: A file is rapidly downloaded from the web hard and network traffic of the IDC(Internet Data Center) of the web hard service system is reduced efficiently. CONSTITUTION: A torrent engine module(101) loads torrent files. The torrent engine module obtains announce web server or peer information based on the torrent file and the file is seeded/downloaded. An announce communications module(102) connects to the announcement web server based on the URL(Uniform Resource Locator) or the IP(Internet Protocol) information of the announcement web server in torrent file and peer/seed information is collected and renewed.
