PURPOSE: A bypass device for changing a cut-out switch in state of a hot line of a extra high voltage and a method of changing of a cut-out switch using thereof are provided to replace a cut out switch safely by using one worker without changing the position of the worker. CONSTITUTION: In a bypass device for changing a cut-out switch in state of a hot line of a extra high voltage and a method of changing of a cut-out switch using thereof, a tube type body(20) has a penetration hole(21) therein. The tube type body is detachable from a cross arm through a fixing bracket. A cut-out switch is installed in the cross-arm. A bypass cable(30) has one end which is extended to the upper outer end of the body. The other end of the by-pass cable is extended to the lower outer end of the body. An upper clamp(40) includes a connection unit(41). The other end of the upper clamp is connected to one end of the by-pass cable.
